For decades, the voices, needs, and aspirations of residents have remained under-prioritized in investment efforts across Northeast Wilmington. But today, there is opportunity—and growing momentum—to build a more vibrant, equitable future alongside the people who call this community home.

In 2025, the NEW WAVES campaign and NECDC conducted a community needs assessment to better understand lived experiences across the neighborhood. The survey, led by NECDC’s Urban Impact Team, captured the perspectives of 100 residents and reflects a powerful call for change rooted in data and community voice.

This report is a reflection of those findings, combined with official data, and serves as a call to action: It is time to invest strategically, intentionally, and collaboratively in the future of Northeast Wilmington.

What We Heard: Highlights from the Report

Health and Wellness

Residents face barriers to adequate physical and mental health care. There’s a strong need for localized healthcare, including walk-in clinics, mental health support, and substance use treatment within the neighborhood.

Entrepreneurship and Economic Growth

Nearly 60% of survey respondents are interested in starting a business. Residents consistently call for a revitalized Market Street with more small businesses and healthier retail options.

Safety and Housing

One in three homes has major structural or livability issues. Residents also report concerns with safety, lighting, and abandoned properties, alongside growing housing instability.

Civic Engagement and Public Space

Residents want more opportunities to get involved and more safe, accessible public spaces for gathering, recreation, and building community.

Education and Workforce

While most residents hold a high school diploma or higher, many are underemployed or working outside their desired field. There’s clear interest in job training for trades, healthcare, and biotech.

This report is more than a snapshot. It’s a roadmap for action. It highlights urgent issues, showcases community momentum, and lays out strategic recommendations to align public and private investment with what residents actually need.
